PELAKSANAAN PRONA (PROGRAM NASIONAL AGRARIA) DALAM RANGKA MEWUJUDKAN TERTIB ADMINISTRASI PERTANAHAN DI KABUPATEN KLATEN
Abstract
Land Affairs Office of Klaten Regency has implemented massive certificate resolution through National Agrarian Program (PRONA) as many as 2000 plots of land in fiscal year 2016. This study aims to find out how the implementation of PRONA program and know the inhibiting factors of its implementation and efforts made by the National Land Agency of Klaten Regency in overcoming the problems faced. And know how developments that occur in the government program. The government program began to grow in the year 2017 ago when the program which was originally called PRONA is now changed to PTSL. The changes only change in the implementation process alone but the goal remains the same that is to control the land administration in a mass, fast, cheap and efficient. The type of research used is empirical research. Sources of data obtained in the study are primary data and secondary data. Primary data were obtained from interviews with resource persons while primary data were obtained from literature of books, legislation and writing materials that could be used to support the research results. Technique of collecting data through interview that is by asking some question to informant to get data needed in research. And analysis of data used in analyzing data that is qualitative. Referring to Government Regulation No. 24 of 1997 concerning Land Registration and Regulation of the Minister of Agrarian Affairs and Spatial / Head of National Land Agency Number 4 Year 2015 on PRONA. The implementation of this program always increases the number of participants from year to year. This is because the increase of government programs that always make changes to be supported as well as possible for the implementation of government programs for the welfare of the community. As well as the enthusiasm of the people who increasingly improved their awareness in realizing the orderly administration of land with the PRONA program and the efforts of the National Land Agency (BPN) Klaten regency that slowly opened the public awareness to participate in the government program that is PRONA.
