International NGOs become one of actor in International Relations that are considered to be an important part to push a country which especially have cases of human rights violations. As the times progressed, a lots of International NGOs that raised issues about human rights. For International NGOs, North Korea is a country with a high level of human rights violations. North Korea became a ‘target’ for International NGOs in its efforts to fight for human rights that should exist. International NGOs will continue to make an efforts to deal with the problem of human rights violations in North Korea. International NGOs believe that in North Korea there have been more human rights violation cases compared to the existing news. In this cases, International NGOs can not easily take a participate on dealing with human rights abuses in very closed country like North Korea.
