This study purpose to analyze the perception of community UMKM Tomira Diponegoro about goverment policy with the Tomira and to knows the Satisfaction Index of Public (IKM) inTomira Diponegoro. Its be purposive selection at Kulon Progo Regency. The method of determination respondent was taken purposive in Tomira Diponegoro with 29 UMKM as primary data. The study used primary data from survey results on 29 respondents by using questionnaires that have been designed according to the research objectives. Data were analyzed used descriptive qualitative. The results showed that the perception of the UMKM community with the Tomira Diponegoro policy in Kulon Progo Regency that local products could be able compete in the modern market and could improve the economy of the UMKM community. The results of the calculation of the Community Satisfaction Index (IKM) show that ease of access has a IKM value of 3.15 with the title B (Good), the value of Administrative IKM 3.12 with the title B (Good) and the IKM of Facilities 2.59 with the title B (Good) and overall the value of Tomira Diponegoro's IKM is Good
