      Abstract
      This article is made to arrange formula of management strategic design at the higher education instituation university level using balanced scorecard approach related with organizational change. The applization of strategic management system, which use balance scorecard approach in the private sector, has been popular. On the other hand, conceptually, studies that are related to balanced scorecard in the public sector (non-profit organization) are still rare especially how to formulate a balanced scorecard design in this sector. Use balanced scorecard is fruitful to arrange strategic map in the organization, especially higher education institution. This management strategic design system is hoped will be useful to improve the quality of higher education institution so it can increase the competitive advantages
