      THE URGENCY OF RATIFICATION THE REGIONAL COOPERATION AGREEMENT IN COMBATING PIRACY AND ARMED ROBBERY AGAINST SHIPS IN ASIA (ReCAAP) BY THE GOVERNMENT OF REPUBLIC OF INDONESIA

      Abstract
      The statement of 1st Commission of House of Representative, Charles Honoris, in the discussion on prevention of piracy said that according to his data, Indonesia in highest position in piracy. The government of Republic of Indonesia should have another concrete ways such as becoming the initiator of legal framework against piracy and maritime crimes in Southeast Asia, building the intelligence sharing, establishing the internal coordination system among institutions and ministries as well as ratified an important international convention that is ReCAAP. By using a descriptive qualitative method, the study will describe the importance of ratifying ReCAAP by the government of Republic of Indonesia. Moreover, the result shows there are several reasons for ratify ReCAAP such as the absence of national laws, urgency in combating piracy and also from the impact of piracy for Indonesia itself. However, as the ratification of the convention is concerned, there are some concerns which state that the ratification would face many obstacles, particularly due to advantages and disadvantages of the ratification. Meanwhile, there is a chance for Indonesia to ratify the Convention, with the privilege given by the Convention to reserve those responsibilities. Then Indonesia should ratify the Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia very soon. The ratification may be done by conducting ratification provided by the Convention. In ratifying the Convention, the government has to ensure that the Convention can interact well with Indonesia condition which then creates a synergy to the implementation of the Convention in Indonesia.
