      Abstract
      The growth of Information and Communication Technology (ICT) has been able to present technical solutions for long distance communication problems. In addition, this technology can be accessed by many users, with unlimited access and can be accessed remotely. The adoption of this technology is very relevant for information delivery so that the process can run effectively and efficiently within the scope of a university. The research was conducted by developing an application system that can be used to send complaints as well as spreading segmented information according to the student groups within the university. These features are obtained by creating a web-based application system for campus institutions and Android apps for students. Where a particular department / bureau on campus can quickly and easily disseminate information to students as well as receive complaints related to campus services / facilities with the integration of web apps, Android and messaging services from Google. The result of this research is the implemented web and Android application system that integrated each other with a database. The system also integrates with Firebase Cloud Messaging (FCM) service to provide real-time notification when there is information distribution or complaint reply on Android app from campus / departments / bureau. Each action of spreading information on the web application then the system will request to the FCM server to handle the notification process. While the Android application will request data to the web application according to the latest data.
