The state of Indonesia is an agrarian country, rich in agriculture. The state of Indonesia is also one of the countries with the highest population and is always increasing every year. So Indonesia is vulnerable to land conversion where the productive land is used as physical development. One of the areas in Central Java affected by land conversion is in Paduraksa Village, Pemalang District, Pemalang Regency. This study aims to determine the process of land conversion function stages that occurred in Pemalang District. farmers' attitude, and factors affecting the farmer's attitude to land conversion. Data were collected through observation method, questionnaire distribution and interview, then analyzed using defensive and likert analysis, sampling method using census method 28 respondents. Data analysis technique used is scoring and rank spearman analysis. The results of the research are known to be four stages of land conversion process between farmers and government. farmers' sikapse to land conversion for the construction of toll roads into the good category. Factors affecting the farmer's attitude to land conversion for toll road development are education, age, income, financial needs, land price level, and activist role.
