This research aims to analysis the governmental regulation on disability issues in Indonesia especially in Special Region of Yogyakarta, to understand the rule making process of the local regulation on protection and fulfillment of disabilities rights. Indonesian is a country that have significant number of person with disabilities, there are more than 12 percen of the population in Indonesia. Some of the most crucial issues on the rights of person with disabilities in Yogyakarta such as in economic sector, politic sector, social culture sector, law sector and human rights. How to fulfill the rights of disabilities the Yogyakarta’s government make the policy as the local regulation in according with the Convention on The Rights of Person With Disability.Using the qualitative method and the post agreement on negotiation theory model and also to support the analysis this research using the affirmative concept in compensatory justice. This research analysis how the Yogyakarta goverenment legitimize the local regulation to protection and fulfillment of disabilities rights and fulfilling the parties, stakeholder and the busineses interests, so that the local goverenment not overlaping between the the rights of disabilities and the group interest. This paper fund that the process to legimate the local government on disabilities issue in Yogyakarta are occur some compromising beetwen stakeholder, interest group, local and international NGOs. With the result that the local regulation on disabilities issue in yogyakarta has affirmative policy to fulfill the rights of disbailities and the group interest.
