Society empowerment is a movement or a program which can change a society’s behavior. A changing behavior in a society means that there is improvement and alteration of attitudes within the society. One of the factors of this changing behavior is the awareness of most people in the society who always think forward, seek for a better life and expect a wealthier life without being dependent on other people. Other society will be motivated to become more independent and more invulnerable to tricking, oppression, or tyranny from anyone or anything. This research aims at finding out the principles and strategies of social society empowerment according to Muhanmmadiyah in TPST Piyungan, Ngablak, Sitimulyo, Piyungan, Bantul, Yogyakarta. This research used qualitative approach with singular case study design, collected through observation, in-depth interview and documentation, The results are: 1) The nature of the society empowerment movement is bottom-up or is a movement by, from and for society that can change the behavior of scavengers. 2. The society empowerment strategy according to Muhammadiyah is first, micro level, which is a human resources capacity improvement targeting scavenger. Second, meso level, which is an institutional management in the form of program or activities, forming a scavenger community with the name MARDIKO (Makaryo Adi Ngayogyokarto). Third, macro level, which is the advocacy of scavengers’ needs by establishing workshop with DPD RI and by inviting related ministry and instance upon every program or activities. 3. The society empowerment strategies difference conducted by MPM PP lies within the principle of empowerment which is holistic. The Board of Society Empowerment Central Leader of Muhammadiyah has not only conducted economic, social, cultural or political empowerment but also spiritual (religion). This is due to the fact that Muhammadiyah is a social organization based on religion.
