Abstract
The humanitarian crisis that occurred within armed conflict in South Sudan continued to increase along with violence during the conflict. The conflict has claimed many lives and caused destruction. As a neutral and independent humanitarian organization, the ICRC carries out its duties in the field by providing help and direct assistance to the victims affected by conflict. Then the ICRC is also a pioneer and promoter of international humanitarian law or the law of war. The ICRC was granted the privilege of the state as a non-governmental humanitarian organization that implemented the law of war. In conflict, violations of international humanitarian law are unavoidable. Violations of humanitarian law lead to humanitarian crises and casualties from civil society and combatants. The enforcement of international humanitarian law by ICRC within civilian conflict in South Sudan is an obligation.
