This research aim to describe how to innovation public services SITUPAT (Siji Entuk Papat) as of efforts to improve service in improving the quality of service at the Department of Population and Civil Registration Bantul Regency. The research method used in this research is a mixed method research, using a sequential exploratory model. The theory contained in this research is innovation theory, public service theory, and service quality theory. The technique used in this research is purposive sampling technique for service providers and service users. Data collection is done in a way observation, interviews, questionnaires, and documentation. The results of this research shows that public service innovation SITUPAT (Siji Entuk Papat) has been well implemented, namely; there are advantages compared to the previous service, conformity with the service expected by the public, has a low level of complexity, public tests have been conducted in advance, and the success of innovation can be easily observed. So SITUPAT public servant innovation is able to improve the quality of service in the Department of Population and Civil Registration Bantul Regency with a total of 99 respondents giving a positive answer to the five satisfaction variables, namely; Relative Advantage, Compatibility, Complexity, Triability, and Observability. SITUPAT service innovation is expected can be used as a reference for government agencies that have a role in the field of population administration services in order to improve service quality. Besides that Department of Population and Civil Registration Bantul Regency expected to always develop new innovations that further facilitate the performance of service delivery so that it is able to meet the demands of the community, especially in the field of population administration services which are always considered difficult and take a lot of time.
