dc.descriptionPendahuluan: Kebijakan otonomi daerah dalam model desentralisasi asimetris terus berkembang di Indonesia sejak tahun 2001, kebutuhan akan desentralisasi asimetris menjadi keputusan politik Pemerintah Republik Indonesia. Implementasi Keistimewaan bagi Daerah Istimewa Yogyakarta pun memiliki persoalan yang hampir mirip dengan peta persoalan di Pemerintah Daerah lainnya dalam konteks desentralisasi asimetris Metode Penelitian: Penelitian ini menggunakan pendekatan deskriptif kualitatif. Penelitian ini dilakukan di Daerah Istimewa Yogyakarta dengan teknik pengambilan data berupa wawancara mendalam dan focus grup diskusi. Data yang didapatkqan kemudian dianalisadengan reduksi data, penyajian data dan penarikan kesimpulan. Hasil dan Pembahasan: Substansi dari keistimewaan di Daerah Istimewa Yogyakarta terdiri dari 5 aspek, yaitu tata cara pengisian jabatan, kedudukan, tugas, dan kewenangan Gubernur dan Wakil Gubernur, kelembagaan Pemerintah Daerah DIY, Kebudayaan, Pertanahan dan tata ruang. Akan tetapi tentunya kewenangan tersebut harus mengacu terhadap Undang-undang pemerintah daerah. Kesimpulan: Dalam konsep desentralisasi asimentris, pembangunan Daerah Istimewa Yogyakarta menekankan urusan tatacara pengisian jabatan gubernur dan wakil gubernur, kelembagaan, kebudayaan, pertanahan dan tata ruang Kata kunci: Desentralisasi asimetris, Kelembagaan, Otonomi khususen_US
dc.description.abstractIntroduction: The policy of regional autonomy in the asymmetrical decentralization model has continued to develop in Indonesia since 2001, the need for asymmetric decentralization has become a political decision of the Government of the Republic of Indonesia. The Implementation of Privileges for the Special Region of Yogyakarta also has problems that are almost similar to the problem map in other Local Governments in the context of asymmetric decentralization. Research Methods: This study uses a qualitative descriptive approach. This research was conducted in the Special Region of Yogyakarta with data collection techniques in the form of in-depth interviews and focus group discussions. The data obtained can then be analyzed by reducing data, presenting data and drawing conclusions. Results and Discussion: The substance of the specialties in the Special Region of Yogyakarta consists of 5 aspects, namely the procedures for filling positions, positions, duties, and authorities of the Governor and Deputy Governor, DIY Regional Government institutions, Culture, Land and spatial planning. However, of course this authority must refer to local government laws. Conclusion: In the concept of asymmetrical decentralization, the development of the Special Region of Yogyakarta emphasizes the affairs of governing and deputy governor positions, institutional, cultural, land and spatial planningen_US
