IMPLEMENTASI TATA KELOLA KELEMBAGAAN DALAM KERANGKA KEISTIMEWAAN DAERAH ISTIMEWA YOGYAKARTA
Abstract
Introduction: The policy of regional autonomy in the asymmetrical decentralization model has continued to develop in Indonesia since 2001, the need for asymmetric decentralization has become a political decision of the Government of the Republic of Indonesia. The Implementation of Privileges for the Special Region of Yogyakarta also has problems that are almost similar to the problem map in other Local Governments in the context of asymmetric decentralization.
Research Methods: This study uses a qualitative descriptive approach. This research was conducted in the Special Region of Yogyakarta with data collection techniques in the form of in-depth interviews and focus group discussions. The data obtained can then be analyzed by reducing data, presenting data and drawing conclusions.
Results and Discussion: The substance of the specialties in the Special Region of Yogyakarta consists of 5 aspects, namely the procedures for filling positions, positions, duties, and authorities of the Governor and Deputy Governor, DIY Regional Government institutions, Culture, Land and spatial planning. However, of course this authority must refer to local government laws.
Conclusion: In the concept of asymmetrical decentralization, the development of the Special Region of Yogyakarta emphasizes the affairs of governing and deputy governor positions, institutional, cultural, land and spatial planning
