The emergence of Instagram social media gave rise to the phenomenon of cyberbullying towards someone. One of the phenomena that attracts attention is when the presidential election in 2019 was bullying presidential candidate Joko Widodo on an Instagram account. This study uses descriptive qualitative methods and techniques for selecting informants in the form of purposive sampling with predetermined informant criteria. In this study using data collection techniques through interview techniques. Data analysis techniques include data collection, data reduction, data presentation, data analysis, and concluding with drawing conclusions. Test the validity of the data using source triangulation. In this study, researchers used opinion theory which in this theory is interpreted as an opinion or view of an event. In addition, opinions are subjective which means according to their own views / thoughts. The results showed that first, the actions of the informant in the opinion that was built by the @komisi_kpk instagram account entered at the evaluation stage, this was seen from the statement of the informant who always checks first before trusting the contents of the news. Second, the form of messages received by informants about post of @komisi_KPK is informative because it is the way to reach supporting in political. Informant opinion is influenced by various factors such as cultural background and past experience. This can be seen from the profile of informants who are close to various campus organizations that build informants' insights in receiving information so that it is not easy to consume information raw
