Halal tourism continues to develop into the most popular type of tourism in the last few decades. The rapid growth of the Muslim tourist market that goes hand in hand with the rapid growth of the Muslim population in the world makes the Halal tourism market segment increasingly in demand in many countries. Indonesia as the country with the largest Muslim population is also one of the most progressive and fastest growing halal tourism countries. Among the 10 leading Halal tourism destinations owned by Indonesia, Riau Province is the fastest growing Halal tourism destination among other Halal tourism destinations. This paper will identify and analyze what strategies are implemented in Riau Province so that they can become the most progressive Halal tourism destinations, despite the fact that Riau Province has the least natural beauty compared to other Halal tourist destinations in Indonesia.
