This thesis is a qualitative-descriptive research aimed to discover factors triggering the shift of paradiplomacy policy of Nusa Tenggara Barat province which previously on the leadership of Tuan Guru Bajang focused on tourism, particularly halal tourism, and later on the leadership of Dr. Zulkieflimansyah oriented on education and investment since mid-2018. Through the perspective of local government-scale rational choice theory by Merilee S. Grindle, the author discovered that the change of trend is influenced by external and internal factors. The external factors consist of the 4 demand to fulfill the ASEAN Economic Community and United Nations’ Sustainable Development Goals or SDGs and the offerings of foreign investment and scholarships, while the internal factors consist of the fulfillment of central governments’ “Indonesia Ramah Investasi” agenda, improvement of NTB’s Human Development Index, and global promotion and diaspora of NTB mainly motivated by the governor’s personal intentions.
