PERSEPSI PENYELENGGARA PEMILU DAN AKTOR POLITIK TERHADAP SISTEM PROPOSIONAL TERBUKA DALAM PEMILU 2019 STUDI KASUS DI KABUPATEN BANTUL PROVINSI DIY
Abstract
This reasearch is based on data from the Election Supervisory Body (Bawaslu) of the Special Region of Yogyakarta and public assumptions that election violations in Bantul Regency in 2019 are quite high and many assumptions that explain that the effects of the open list proportional system resulted in the rise of election violations especially the effects of buying and selling votes and the creation of sufficient political pragmatism that quiet high in Bantul Regency. This research is a field study that examines perceptions of election organizers and political actors towards the open proportional system in Bantul Regency. Primary data sources were obtained directly from the parties involved such as the election organizer in this case the Bantul KPU and Bantul Bawaslu as well as political actors including political parties in Bantul Regency. This research methodology uses a qualitative approach and in terms of data analysis techniques using the application of Nvivo 12 plus. The purpose of this study is 1) to understand the perceptions of election organizers and political actors towards an open proportional system. 2) to find out the impact of open proportional systems for election organizers and political actors. 3) to find out what election violations occur in the field by applying an open proportional system.
The results of this study are 1) the majority of election organizers and political actors consider the open list proportional system to have a negative impact on the implementation of elections because it is caused by a large process of political pragmatism and resulting in high election violations. 2) the attitude of the election organizers and majority political actors do not agree with the open proportional system being defended in the next election. 3) the actions taken almost on average take criticism through the election evaluation instrument in the internal election organizer and political actors.
