[n its structure, there are Marriage Registrar who works in marriage registration service. Staff of Pelnbinaan Perkatuinan clan Kelttarga Sakinah (Bintvin 1{., who works in marriage consultation and family with tranquility and Functional Islanr Religion Counsellor (Penyuluh Agama Islant Fungsionali PAIF) who rvorks Islam religion guidance and counselling. In the case in Slernan Regency of DIY (.Doeruh Istitttewa l'ogyukortul Yogyakarta Special Region; the ideal role of PAII] in marriage consultation (binwin) has had Islarnic characteristics (carried oLrt as in Islamic valLres) and legal (as in legal protection in the main duties and l'unctions). Frorn Islarnic Counselling review, both ideal role and actual role of PAIF show a relevance with Islamic Counselling standard. The correlation of the relevance and the role optirnization strategy of PAIF in binv,in can be analyzed.
