      Abstract
      This thesis describes the advocacy steps undertaken by Komnas Perempuan to the Indonesian government in protecting women's human rights and the elimination of cases of violence against women in Indonesia. Cases of violence against women occur in all social strata of society, while human rights are the rights of every human being, both male and female. Therefore, the issue of violence against women has become a global issue that every country is discussing in the UN. Fulfillment of women's human rights from discrimination and violence cases has become the common agenda of every country that has ratified CEDAW. Indonesia has ratified CEDAW since 1979, hence the process of fulfilling women's rights and eliminating violence against women in Indonesia needs to be carried out in accordance with the articles agreed at CEDAW. In this case the authors explain the role of Komnas Perempuan as an independent institution that fights for women's human rights and the elimination of violence against women through the process of advocacy to the Indonesian government. The advocacy process was analyzed using an advocacy model according to Roem Tomatimasang and Boomerang Pattern Model on Transnational Advocacy Network according to Margaret Keck and Kathryn Sikkink. The analysis further refers to how Komnas Perempuan advocates advocacy in providing information to the community, establishing international cooperation networks, and providing policy recommendations to the Indonesian government.
