STRATEGI KOMUNIKASI BADAN PEMBERDAYAAN PEREMPUAN DAN MASYARAKAT DAERAH ISTIMEWA YOGYAKARTA (BPPM DIY)
Abstract
The cases of early marriage in Indonesia has become a concern that still has not been resolved yet. At this time the number of cases of early marriage continues to grow without concern about some of the rights of the child or the Convention on the Rights of the Child (CRC). The rights of the child which is must be obtained are the right for education, rights to be free from violence, rights for health, rights to be protected from exploitation and the right not to be separated from parents. From some considerations above, BPPM DIY made a program called PUP that using a way of declaration as an effort to mature the age of marriage, the age limitation for women is 21 years old and for men is 25 years old. This study focuses on the strategy of the BPPM DIY itself on informing PUP program by taking Kulon Progo Regency as one of the sample districts.
The research method used is descriptive research which analyzed qualitatively. The informants of the research were taken by purposive sampling as many as 8 people. Meanwhile, for the method of data collection using in-depth interviews and documentation studies. The technique of data analysis using the model of Miles and Huberman and validity of data using triangulation of sources. The results of this study included some of the processes of strategy BPPM starting from the planning stage, the organization with the stakeholders, the implementation or stage of communication through multiple media (how to), supervision process and the evaluation of PUP program through some factors and the consideration of program's target opinion. The program's implementation ran effectively between BPPM with the target and other stakeholders, but social media as one of the main media to inform PUP program is considered less effective to be used and BPPM DIY should also do a follow-up as the controlling for the program by holding a counseling event as the base.
