This study aimed to describe the communication strategy of Public Empowerment Council (PEC) towards the community of people with disabilities and the role of PEC in communicating during empowerment Also, this study also aims to explain the supporting and inhiibiting factor of PEC in communicating with the community of disabled people. This study uses descriptive qualitative methods. The research subjects were the heads of the PEC and the disabled people target groups. Data collection techniques used were observation, interview, and documentation. While the data analysis techniques used data reduction, data presentation, and conclusion drawing. The results indicated that the communication strategy planned by PEC has been carried out through several stages by communication strategy theory. The role taken by PEC in empowerment is to facilitate all forms of skill and innovation. The supporting factors came from the support of several disabled people groups who were very sympathetic with the programs for the empowerment of PEC, as well as the establishment of effective communication with other NGOs.
