PEMBANGUNAN PERDAMAIAN DI PROVINSI ACEH PASCA MoU HELSINKI
Abstract
This research will discuss peacebuilding in the Province of Aceh after the Helsinki MoU. The birth of the Helsinki MoU Agreement is a form of agreement between the Government of Indonesia and GAM. The points of the Helsinki MoU as outlined in Law Number 11 of 2006 concerning the Government of Aceh constitute a form of authority granted by the central government to Aceh so that it can regulate its government. After the peace agreement was reached, Aceh entered the stage of peacebuilding, which was interpreted as a process of reconstruction in terms of social life. Peacebuilding in Aceh will be seen from three aspects, namely economic, political and social. The type of research used is descriptive qualitative research using a case study approach. The data collection technique is done through interviews and documentation. The results showed that the reintegration process in the economic field where the reintegration process and the provision of financial assistance for former GAM combatants, political prisoners, and conflict victims. Second, the politics of the formation of local Acehnese parties, resulting in the involvement of former GAM combatants in Aceh politics. And the third is social, where there is a strict application of Islamic law in Aceh and the formation of the Wali Nanggroe institution. Even though Aceh has made peace, it cannot be denied that Aceh still experiences conflicts within the community, especially within the GAM elite. As well as the derivative points of the MoU that have not yet been resolved into the conflict between the government and GAM. This is an obstacle in the sustainability of peacebuilding in Aceh.
