This research will talk about inclusive cities in the Smart City perspective. An inclusive city has begun to come because of the insistence of people who want equality. The community wants a city that is fit for everyone to live in. The city continues to grow following the demands and developments of the times. The desire to be able to shape the city into a safe and comfortable place in line with the understanding of a smart city. This type of research is a combination of research. Literature study and in-depth interviews and questionnaires are data collection techniques conducted by researchers. The results showed that the role of the government to create an inclusive city was good enough. The government has made activities and has invited stakeholders to support the Inclusive Cities program. The government along with the regional apparatus in the region have also carried out socialization and made changes so that the city of Yogyakarta becomes a livable city for all people without exception in accordance with the goals of the smart city. The actor who was instrumental in Inclusive-Cities was the Social Service. Stakeholders also create programs that encourage the public to voice their opinions and carry out activities that support government programs. Nevertheless, the implementation of the program still has obstacles because not all regions have been involved in the inclusive city. It is hoped that with this research the government and related stakeholders will continue to strive to realize an Inclusive City.
